He offers extensive expertise in claims handling and litigation management, including the review of professional adjustment standards applied by carriers and third-party administrators. His services include the evaluation of risk exposure, development of risk retention strategies, and analysis of Workers’ Compensation underwriting and program performance. He also advises on construction defect claims and Labor Code exposures, including prevailing wage compliance and associated liabilities.

Mr. Beringer is experienced in the assessment of damages, including personal injury and property loss, as well as business interruption claims. He provides detailed evaluations of loss causation and financial impact, supporting both litigation and settlement strategy. In addition, he conducts attorney fee analysis, including Lodestar calculations and matters arising under FEHA, offering insight into the reasonableness and proportionality of legal costs.

His consultancy extends to the development of litigation controls, claims protocols, and insurance program structures. He advises municipalities, insurers, and corporate clients on operational risk, insurance program design, and the coordination of complex claims involving multiple layers of insurance and reinsurance, both domestically and internationally.

In addition to his analytical work, Mr. Beringer provides mediation, arbitration, and dispute resolution services. He has extensive experience acting as both a mediator and primary negotiator in a wide range of tort and contractual disputes, assisting parties in reaching structured and commercially practical resolutions.

Qualifications:

Mr. Beringer holds professional credentials including an LPCS (Litigation Professional Claims Specialist) from the American Institute of Insurance Studies and an RPA (Registered Professional Adjuster) designation. He is a certified mediator, having graduated from The Mediation Center and qualified under the Alternative Dispute Resolution Program Act of 1993 and Business & Professions Code §465.

He has been an appointed Special Arbitrator with Arbitration Forums Inc. since 1989 and has participated in mediation and dispute resolution since 1985. He also holds certification in Business Management from the Small Business Administration (1998).

Mr. Beringer is a founding Fellow of the Council on Litigation Management and has been a member of several professional organisations, including the Society of Claim Law Professionals (SCLA), the National Association of Insurance Litigation Managers (NAILM), and the National Association of Subrogation Professionals. He remained a member of the Forensic Expert Witness Association until 2022.

He is an approved consultant listed by A.M. Best since 2015 for carrier conduct, risk analysis, and insurance matters, and serves as a consultant to Expert IQ, the Round Table Group, Gerson Lehrman Consulting Group, and ForensisGroup. Experience:

Mr. Beringer has over 50 years of experience in the insurance, claims, and risk management industry, beginning his career in 1969 with the Automobile Club of Southern California. He later held senior roles including Litigation Manager for major insurance carriers such as Specialty Risk Services (The Hartford), Industrial Indemnity, Great American, and Western International Insurance Company.

During his tenure, he managed complex litigation portfolios, including class actions, construction defect claims, employment torts, and workers’ compensation matters. He has resolved over 15,000 litigated cases across his career.

As Principal of Beringer & Associates and Liability Program Management, he has provided consulting services since 2000 to insurance, construction, transportation industries, and municipalities. His work includes risk exposure analysis, claims management, and insurance coverage evaluation.

He has served Joint Powers Authorities (including ICRMA, BICEP, PERMA, and ERMA), representing 38 municipalities across California, overseeing liability programs, litigation strategy, and risk retention structures. He has handled exposures exceeding $50 million, including reinsurance layers both domestically and offshore.

Mr. Beringer has also developed insurance products and risk transfer programs for international markets, including a policy approved by the Oklahoma Department of Insurance. He was licensed as a captive insurance owner by the Cayman Islands Monetary Authority in 2002.

His expertise extends to government liability matters, including civil rights violations, excessive force claims, FEHA/DFEH cases, and dangerous condition claims. He has also been recognised with multiple awards and commendations from industry leaders and public institutions.
