Mark has acted in the capacity of “single” and “joint expert” giving opinion on such matters as Practical Completion; Contract Administrator performance in relation to extension of time awards; interim and final account values; validity of variation costs; claims for additional financial compensation due to delayed completion of the works; recovery of liquidated damages. Mark has also provided Independent Expert Determination on matters of Quantum.

Experience:
Mark is a Chartered Quantity Surveyor with over 40 years’ experience both in the UK and overseas across most sectors of the built environment. An RICS Accredited Expert Witness and certified by Cardiff University School of Law and Politics as an Expert Witness in Civil matters, Mark has provided expert evidence on contract and quantum disputes in referrals to Adjudication, Arbitration, Mediation and Litigation. He has given testimony in person on several occasions, including before the UK Technology and Construction Court in London. Mark is past Chair, Vice Chair and non-executive Board Member of RICS West Midlands, stepping down in March 2025.
Mark has high level experience and skills providing successful project delivery through strategic procurement, risk evaluation, cost consultancy, value engineering together with strong contractual and commercial management.
