Currently serving as Chief of Police, I bring over 40 years of experience across various federal, state, local, and private sector criminal justice leadership roles. I am also a retired Army Military Police Lieutenant Colonel. My educational background includes a Ph.D. in Criminal Justice from Walden University, MN, a Master of Science in Occupational Safety from East Carolina University, Greenville, NC, obtained in 2003, and a Bachelor of Science in Criminal Justice from Mount Olive College, Mt. Olive, NC, earned in 1997. Additionally, I attended the Command and General Staff College at Fort Leavenworth, KS, completing it in 2014.

Dr. Taylor is a professional law enforcement executive with over 40 years of experience in a wide range of criminal justice positions. He is a sought after consultant and speaker on police reform, crisis intervention, leadership, civil rights, community policing, and training. His insights and expertise are regularly featured on local and national media outlets. He has contributed to numerous professional forums through guest lectures, keynote speaking, training, and consulting. Areas of expertise include community program development, recruiting and selection, employee supervision and evaluation, budgeting, training, curriculum development, policies and procedures design and implementation, and public relations.

As an active member of several professional organizations, Chief Taylor is affiliated with the International Association of Chiefs of Police (IACP) and serves as a board member of the human and civil rights section. He is also an active member of the Police executive research forum(PERF), and the Occoneechee Council for the Scouting Explorers program.

Chief Taylor‘s notable accolades include the North Carolina Long Leaf Pine award, the National League of Municipalities community policing award, the IACP traffic safety program award, the Veterans of Foreign Wars police officer of the year award for North Carolina, and the NC Governor’s crime prevention award.

Lieutenant Colonel Taylor served honorably for 24 years as a military police commander in the Army National Guard and the Army Reserve. He retired in March 2022. He held many significant roles throughout his career and earned the Bronze Star with Valor while serving in the Iraqi war theater. He was also awarded the Joint Achievement Medal and several other meritorious service awards.

Dr. Taylor brings a wealth of experience and passion for civil rights and community focused policing to his consulting practice. He specializes in Federal 1983 cases involving civil rights violations. He continues to make a significant impact on the future of Law Enforcement and Public Safety.
